AGREEEMENTS

January

  1. Government approved MOUs With Portugal and Kenya for cooperation in Agriculture and allied sectors. With Uruguay for Cooperation in Customs Matters. With USA for cooperation in field of cyber Security (IndiaCERTand USACERT).
  2. Government approved holding negotiations for Trade Agreement with Peru on trade in goods, services and investment.
  3. India and France signed White Shipping agreement to enable information sharing on maritime traffic and maritime domain awareness in Indian Ocean Region (IOR), during second Joint dialogue on maritime cooperation for IOR in New Delhi.
  4. India and Kazakhstan signed Protocol to amend Double Taxation Avoidance Convention (DTAC) to avoid Taxation Issues.
  5. India and Pakistan exchanged list of their nuclear installations and facilities under Agreement on the Prohibition of Attack against Nuclear installations. This is 26th consecutive exchange of such list, continuing since 1992.
  6. India and USA signed MoU to collaborate in fields of developmental activities and aid in third world countries.
  7. India and the UAE held the first meeting of their strategic dialogue in New Delhi to elevate the bilateral relationship to Comprehensive Strategic Partnership.
  8. India partnered with United Kingdom Experts (led by University of Birmingham) for ASAPDelhi (An Integrated Study of Air Pollutant Sources in Delhi) Project to address air pollution issues in Delhi.
  9. India rejected an EU and Canada proposed agreement that aims to incorporate a contentious Investor State Dispute Settlement (ISDS) mechanism at World Trade Organisation (WTO) level. Investor State Dispute Settlement (ISDS) mechanism permits companies to drag governments to international arbitration without exhausting the local remedies and It also allows them to claim huge amounts as compensation citing losses due to reasons including policy changes and Others. India held that only after all local options have been exhausted for settling disputes between a corporate and a government, then the issues can be taken up in international arbitration tribunals.
  10. India signed MoU with Sri Lanka to construct 3000 rain water harvesting systems in Rin Jaffna District at a cost of 300 million Rupees (Sri Lankan).
  11. Indian Space Research Organisation (ISRO) and French Space agency (CNES) signed agreement in satellite launch technology. Agreement also signed for equipping Axiom Research Lab’s lunar rover with two latestgeneration CASPEX microcameras, developed by CNES in partnership with French firm 3DPlus. Axiom Research Lab is leading Indian NewSpace startup put forward TeamIndus, the only Indian team competing for the Google Lunar XPRIZE. XPRIZE is global competition organised by Google for engineers and entrepreneurs to develop lowcost methods of robotic space exploration. It will award $20 million to the first private company that successfully lands a module on the Moon, places a robot that explores at least 500 metres and transmits HD videos and images back to Earth.
  12. India signed deal with United Arab Emirates (UAE) to fill half (about 6 million barrels of oil) of an underground crude oil storage facility at Mangaluru (Karnataka), through UAE’s Abu Dhabi National Oil Co. (ADNOC). India has already filled the other half of Mangaluru storage in Karnataka state with six million barrels of Iranian oil. India already has filled Vizag storage site in Andhra Pradesh with 7.55 million barrels of Iraqi oil. Another 18.3 million barrel facility at Padur in Karnataka is awaiting Bids.

  2. Government approved signing Air Services Agreement (ASA) between India and Rwanda (East Africa).
  3. India Bangladesh signed MoU for sustainable development of Sylhet city in northeastern Bangladesh with financial aid from India.
  4. India and Austria signed Protocol amending Convention for Avoidance of Double Taxation and Prevention of Fiscal Evasion with respect to Taxes on Income.
  5. India and Germany ratified a Social Security Agreement to improve investment flows between two countries. It agreement signed in October 2011 and will come into force from May 1, 2017. SSA establishes rights and obligations of nationals of both countries.
  6. India and Israel celebrated 25 years of establishment of their diplomatic relations.
  7. India and Norway founded Coalition for Epidemic Preparedness Innovations (CEPI) to accelerate lifesaving research and development for epidemics. CEPI has been founded by governments of India and Norway along with Welcome Trust, Bill and Melinda Gates Foundation and World Economic Forum.
  8. India and Sri Lanka signed MoU to construct new multiethnic trilingual secondary school in Polonnaruwa District of Sri Lanka.
  9. India and Ukraine agreed to strengthen cooperation through medium of Cinema, during visit of Iurii Artemenko (Chairman of National Council of Television and Radio Broadcasting of Ukraine).
  10. India and United Kingdom (UK) signed MoU to ease restrictions on the number of scheduled flights between the two countries.
  11. Indian and Italian Railways signed MoU for technical cooperation in rail sector, especially in area of safety in train operations. Ministry of Railways signed MoU with an Italian Firm Ferrovie Dello Stato Italiane Group (FS Group) for technical cooperation in rail sector.
  12. Malaysia based low cost airline AirAsia signed MoU with Odisha government to start 2 way direct international flights from Bhubaneswar to Kuala Lumpur.
  13. Indian Vice President Hamid Ansari Visited African Nations Uganda amd Rwanda. Uganda MOUs in various fields like space programme, vocational training and peaceful use of atomic energy were signed. Rwanda India will open resident mission in Rwanda. MOUs were signed in fields of innovation, aviation and visa regime.

  1. Finance Ministry approved 3rd Protocol amending India-Singapore Double Taxation Avoidance Agreement (DTAA), to check tax and fiscal evasion.
  2. Government approved Agreement on Oil Storage and Management between Indian Strategic Petroleum Reserve Ltd (ISPRL) and Abu Dhabi National Oil Company (ADNOC) of UAE. ADNOC will fill up 5,860,000 million barrels of crude oil at ISPRL storage facility at Mangalore (Karnataka).
  3. Government approved MoU between Indian Computer Emergency Response Team (CERTln) and US Homeland Security Department, for cooperation in field of Cyber Security.
  4. Government approved a new Air Services Agreement with Serbia and revised Air services agreement with Malaysia.
  5. Government approved ratification of 2 conventions of International Labour Organization (ILO) concerned with Child Labour Minimum Age Convention (No 138) and Worst Forms of Child Labour Convention (No 182).
  6. Government approved renewal of MoU between India's Institute of Chartered Accountants of India (ICAI) and College of Banking and Financial Studies (Oman).
  7. India and Belgium signed Protocol amending existing Agreement and Protocol between two countries for Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income.
  8. India and Brazil finalised Social Security Agreement (SSA) and will come in force by 2018. It will be the first such agreement between BRICS countries. It will exempt detached workers of two countries from making social security contribution in either country, as long as they were making such contributions in their own respective nations.
  9. India and Nepal signed agreement to renew supply of petroleum to Nepal for 5 years (till 2022).
  10. India and Pakistan decided to work on redesigning Miyar Hydroelectric project, during Indus Water Treaty talks held in Islamabad (Pakistan).
  11. India and Russia signed 2 longterm support agreements for Sukhoi Su30MKI combat aircraft fleet, during 1st IndiaRussia Military Industrial Conference in New Delhi.

April

  1. Government approved MOU for Establishment of Bay of Bengal Initiative for MultiSectoral Technical and Economic Cooperation (BIMSTEC) Grid Interconnection, to be signed among member states of BIMSTEC at the upcoming 3rd BIMSTEC Energy Ministers’ Meeting to be held in Nepal. MoU provides framework for implementation of grid interconnections for electricity trade to promote rational and optimal power transmission in BIMSTEC region. BIMSTEC is an international organisation of 7 countries from South and South East Asia India, Bangladesh, Sri Lanka, Bhutan, Nepal, Thailand and Myanmar.
  2. Government approved Protocol amending Convention between India and Portugal for avoidance of double taxation.
  3. Government approved signing Collaborative Agreement with French National Research Agency (France) for supporting Belmont Forum Secretariat from January 2015 to December 2017, at expenditure of 40,000 Euros. Belmont Forum is a high level group of the world’s major and emerging funders of global environmental change research and international science councils, established in 2009. Belmon Secretariat is hosted by one of Belmont forum member on rotational basis. France is hosting it from January 2015 to December 2017.
  4. Government approved signing Framework of Understanding (FoU) on Cooperation in Hydrocarbon Sector with Bangladesh.
  5. India and Australia signed 6 agreements on occasion of Australian PM Malcolm Turnbull visiting India. MOUs are Health and Medicine, Environment & Climate & Wildlife, Promotion and Development of Cooperation in Civil Aviation Security, Combatting International Terrorism and Transnational Organized Crime. Implementation arrangement between ISRO and Geoscience Australia on Cooperation in Earth Observation and Satellite Navigation. Additionally, India-Australia Sports Partnership (IASP) has been launched for cooperation in 4 areas athlete and coach training and development, sport science, sport governance and integrity, and grassroots participation. Victoria University and University of Canberra will help India establish a Highly Efficient National Sports University.
  6. India and Bangladesh signed 22 agreements during Visit of Bangladesh PM Shiekh Hasina to India India announced concessional Line of Credit (LoC) of $4.5 billion to Bangladesh for projects in priority sectors. Moreover, $500 million Credit will also be given to Bangladesh for defence purchases. MoUs Include areas such as Defence, Judicial Sector, Mass Media, Cyber Security, Aids to Navigation, Peaceful Uses of Outer Space and Nuclear Energy, Information Technology and Electronics, Establishing Border Haats across border, Regulation of Motor Vehicle Passenger Traffic (KhulnaKolkata route). Scientific Cooperation in Earth Sciences for Research and Development. Both Nations committed to solve Teesta River Issue Teesta River Originates in West Bengal (83 %) and flows into Bangladesh (17 %). Issue with the river is that Bangladesh needs more water of it during December May but the treaty has been withheld for so long due to Opposition by West Bengal CM Mamta Bannerjee.
  7. India and South Korea signed MoU for Defence Industry Cooperation in Shipbuilding.
